On Thursday, 22 October 2026, at 18:00 you are cordially invited to the University of Primorska University Library (Trubarjeva 1, Koper) to the presentation of the book For Dignity: Against Hatred and Evil (in Slovenian Za dostojanstvo: proti sovraštvu in zlu) by Dr. Urban Vehovar. The discussion will be moderated by Prof. Dr. Jonatan Vinkler.

The author’s perspective on Slovenian history and the present day differs significantly from the conventional view. He presents a unique account of the history of Slovenian society spanning 1,475 years, from its origins around the time of settlement in 550 AD up to the year 2025. He has been able to observe Slovenian society as it exists today or as it existed just moments ago directly, face-to-face, so to speak.

Dr. Urban Vehovar studied at the Faculty of Sociology, Political Science, and Journalism, where he finished his doctorate in 2000. In 2002 and 2003, he worked at the Office for the Prevention of Corruption, and later held positions at all three Slovenian universities: in Ljubljana, Maribor, and Koper. From 2011 to 2013, he collaborated with the Commission for the Prevention of Corruption. Prior to that, he was involved in the work of the Academy for Democracy. Consequently, he possesses an understanding of Slovenian society that extends far beyond the knowledge of the average person. During this period, he made frequent public appearances, advocating for democracy and the fight against corruption, while also offering insights into Slovenian society. In Berlin, following his recovery from a brain aneurysm, he took a job as a guard at a museum and gallery. He also worked at a café in Schöneberg, where he packed coffee into bags and arranged them on the shelves. In this way, he transitioned from the upper-middle class to the lower working class joining the ranks of those earning the minimum hourly wage. Both experiences enriched him as an individual.

After the presentation we invite you to join the informal conversation and socialising.

You are cordially invited.

LECTURE: “THE PLAN IS NOTHING, PLANNING IS EVERYTHING…”: PLANNING AND MANAGEMENT IN ACADEMIC PUBLISHING

On Thursday, 22 October 2026, at 11:00, we invite you to an online lecture titled “The Plan Is Nothing, Planning Is Everything…”: Planning and Management in Academic Publishing. The lecture will be given by Prof. Dr. Jonatan Vinkler (UP FHŠ and UP UK). The event will be held in the Slovenian language via Zoom (https://upr-si.zoom.us/s/65226803711, Meeting ID: 652 2680 3711).

1. Introduction

The lecture by Prof. Dr. Jonatan Vinkler, titled “The plan is nothing, planning is everything…”: planning and management in academic publishing, aims to shed light on key publishing processes, ranging from strategic planning to communication with individual stakeholders. The lecture begins with a historical example from World War II Operation Overlord/Neptune in Normandy. This example serves as a metaphor for the complexity of planning: it involved coordinating 133,000 troops, 24,000 paratroopers, and 6,000 vehicles, while the Allied forces faced the seasoned “Desert Fox,” Field Marshal Erwin Rommel, and Hitler’s Atlantic Wall. Through this, the author emphasizes that the successful execution of complex projects such as those in publishing depends not merely on a static plan, but on a dynamic planning process that accounts for unpredictable factors.

In publishing, planning goes beyond linear thinking and single-scenario approaches. An editor must manage publication costs, which entails the precise planning of resources, timelines, and personnel. The lecture raises the questions: What, why, and for what purpose should one plan? Why not simply plan linearly or for a single scenario? The answer lies in a multi-level context where various factors are interconnected. Successful project execution requires not only an author and an editor but also competent, available, and cost-effective contributors (service providers). This introduces the concept of network planning, which forms the core of the lecture.

2. Planning in Publishing: From Intuition to a Network Approach

The lecture distinguishes between intuition, a static plan, and dynamic planning. While intuition can be useful for quick decisions, it is insufficient for complex projects such as publishing a book. A static plan is rigid and inflexible, whereas dynamic planning allows for adaptation to changes. In publishing, this entails managing costs, timelines, and resources.

The central concept is network planning, presented in three stages (1.0, 2.0, and 3.0). The first stage (Network Planning 1.0) defines all activities from D1 to Dn leading up to publication (specifically, the point of going to press). This involves determining prerequisite activities and identifying the parties responsible for executing them. The second stage (2.0) establishes start and end dates for activities, the optimal project path, and execution schedules. The third stage (3.0) focuses on cost management, anticipating complications, and developing multiple scenarios (regarding time, availability, and costs). Here, the use of artificial intelligence for scenario analysis is proposed. Continuous monitoring, adjustment, and a focus on the goal are essential throughout the process. That goal is a high-quality product delivered on schedule and within budget. The key message is that planning is not a one-off act but a continuous process; a publishing project’s success is ensured only if the editor the “general” of the process remains flexible and adapts constantly to real-world situations and changes on the “battlefield.”

Given the necessary competence of the editor and their team, this can only be achieved effectively if academic publishers which operate using public taxpayer funds adopt the fundamental logic of commercial publishing: financial efficiency per unit of output. Consequently, when planning, they likely need to and must act differently than the entrenched “planned economy” mentality of Slovenia’s public sector dictates. With its “annual work plans” at universities and elsewhere, this mentality appears to be a lingering relic of the communist social experiment that took place between 1945 and 1991.

3. Leadership as a Prerequisite for Successful Planning

The lecture includes three interludes emphasizing the point: “To plan effectively, you must know how to lead.” Leadership is presented as the crucial element that enables the execution of a plan. In publishing, leadership entails team coordination, motivating contributors, and conflict resolution. Without effective leadership, a plan remains merely on paper.

The interludes reiterate this message, underscoring its importance. Leadership encompasses communication, task delegation, and progress monitoring. In the context of network planning, management ensures that activities are carried out along the optimal path and that costs remain under control. The lecture implies that management is an interdisciplinary skill combining psychological, organizational, and legal aspects.

Prof. Dr. Jonatan Vinkler is a specialist in the literary and cultural history of the early modern age, editor and librarian. Editor-in-chief of Collected Works of Primož Trubar and editor of the individual books of the mentioned scientific critical edition (2003–2018: the third, the fourth, the fifth, the sixth – with F. Kranjc-Vrečko, the eighth, the ninth – with B. Javornik and M. Šetinc, the twelfth, the thirteenth and the fourteenth book). He is the editor of a scientific critical edition of the Symphony in F major, opus 68: ‘Ljubljana transcript’, Ludwig van Beethoven with an international review in an indexed scientific journal (A&HCI, Scopus (h), ERIH PLUS …). On the reception of the Hussite and Lutheran Reformations, the imaginary of the ‘Turkish’ threat in the Slovenian cultural space and Czech-Slovenian and Slovene-Czech cultural and literary contacts in the century of ‘townspeople and revolutions’ he has published several single-authored scientific papers and monographs, which are cited in domestic and foreign scientific papers and monographs. Bibliography of dr. Vinkler has 360 units; he is the mentor of several doctoral students. He is the director of the University of Primorska University Library, chairman of the Board of Directors of the University of Primorska, and vice president of the National Council for Library Activities. He has received several awards for his work, among them the Prešeren Award of the FF UL (2000), the Trubar’s plaque of the Evangelical Lutheran Church in the Republic of (2017) and the Golden Plaque of the University of Primorska (2020).

Please pre-register for the event via LINK >>

This is the seventeenth lecture in the OSUP series – Open Science at the University of Primorska.
The new academic year is just around the corner. International students have already started taking part in introductory activities, while Slovenian students will join them shortly.

We are noticing that this year, students are facing even greater challenges in finding suitable accommodation than in previous years. This is already evident in September, as many international students who have already begun their academic commitments were unable to attend the introductory days. Others are staying in hostels and report that they have been unable to find suitable accommodation.

In the coming days, they will be joined by three times as many Slovenian students who are moving to the region for their studies, many of whom have not yet secured accommodation either.

The number of students in Slovenian Istria continues to grow steadily. In Koper and Izola alone, more than 5,100 students will be enrolled in regular study programmes, including 1,700 first-year students who are moving to the area for the first time. In the first semester, they will also be joined by around 100 exchange students.

The shortage of accommodation across Slovenian Istria is a pressing issue.

The University therefore invites all potential landlords – particularly in Koper and Izola, as well as Ankaran, Piran and Portorož, and in all surrounding areas and the hinterland – who may not yet have decided to rent out their property to consider making their accommodation available to students.

If you have accommodation that you would be willing to rent to students, please contact the UP Student Housing Office, where you can receive advice and have your offer shared with students.

Subsidies for landlords are also still available.

LECTURE: CHALLENGES OF ENSURING HIGH QUALITY IN SCIENTIFIC JOURNALS: EDITORIAL APPROACHES IN RELATION TO PUBLISHER ORIENTATION AND ACCESS MODEL

On Thursday, 17 September 2026, at 10:00, we invite you to an online lecture titled Challenges of Ensuring High Quality in Scientific Journals: Editorial Approaches in Relation to Publisher Orientation and Access Model. The lecture will be given by Dr. Katarina Krapež (FIŠ and UP PEF). The event will be held in Slovenian via the Zoom application (https://upr-si.zoom.us/s/61438757071, Meeting ID: 61438757071).

Ensuring high quality of scientific publications is based on a multi-stage editorial review, which includes the initial professional and methodological assessment of the manuscript, the consistent application of quality criteria, the management of the review process and the final decision on publication. Editors have the central responsibility for the scientific credibility and relevance of published works, but they do not make decisions in an institutionally neutral environment. Their possibilities depend on human and financial resources, technological infrastructure, publisher support and the access model of the journal.

The lecture is based on a multi-year international empirical study in which 258 experienced editors from 42 countries participated, and on in-depth interviews with 24 editors from 11 countries. It will be presented how editors understand and apply the fundamental quality criteria – originality, scientific validity and relevance – and how they make challenging decisions such as early rejection of a manuscript, selection of competent reviewers and assessment of conflicting reviews. The editor’s multifaceted role will also be presented: from quality guardian to process manager, journal developer and scientific community liaison.

The main part of the lecture will be devoted to two separate but related aspects: the commercial or non-profit orientation of the publisher and the open, hybrid or closed or subscription access model. Research shows that commercial publishers generally provide editorial boards with more technological, production, promotional and educational support, but at the same time may limit editorial autonomy more. In non-profit publishers, autonomy is often greater, but editors face limited resources and a greater volume of unpaid work. The open access model is therefore not a reliable indicator of quality; what is decisive are standards, transparency of procedures and actual support for editorial work.

The topic is particularly relevant today due to the transition to immediate and diamond open access, changing rules on secondary publishing and the development of generative artificial intelligence, the organized production of fake scientific articles and manipulation of review processes. High quality is therefore not only a question of formal rules, but also of editorial autonomy, adequate sources and a trustworthy research infrastructure.
