In 2026 UP became a member of the Slovenian IEEE Xplore consortium.

IEEE Xplore (Institute of Electrical and Electronics Engineers) is a portal that provides access to quality literature in the fields of electrical engineering, computer science, electronics and related disciplines. IEEE Xplore contains approximately 400 IEEE journals, 40,000 conference and other proceedings, and 5,000 standards.

IEEE Xplore also includes content from other publishers, including the Institution of Engineering and Technology (IET), MIT Press, IBM, Nokia Bell Labs, VDE Verlag, Tsinghua University Press, American Geophysical Union (AGU), Oxford University Press (OUP), Beijing Institute of Aerospace Information (BIAI), River Publishers, Artech House, Princeton University Press, Packt Publishing, and IEICE.

Content is available from 1988 onwards, and selected documents even from 1913 onwards.

Access is possible from university locations and via remote access (Institutional Sign In -> Access Through Your Institution -> University of Primorska).

General License Terms:

  • Eligible Users: E-resources may be accessed only by eligible users of institutions with access, based on license agreements with publishers, which in the case of:
    – access from the library location for all library users;
    – remote access for employees of the institutions (research organisations, universities, faculties, etc.), full-time and part-time students of members, and researchers.
  • Permitted Use of Licensed Material: Eligible users may access the material and view, download, store, or print individual units of material (e.g. articles, book chapters from full-text collections, queries, graphs, and other data from databases) for personal or research purposes and exclusively non-commercial purposes.
  • Unauthorized Use of Licensed Material: Unless stated otherwise (e.g., when the material is released under a Creative Commons license), the material may not be modified, adapted, or derived from, distributed, or made available to unauthorized users. You may not remove, obscure, or alter any copyright notices or other notices that are part of the material. Systematic transmission of the material is not permitted.

IEEE Xplore is subject to special terms (if the special terms conflict with the general license terms, the special terms apply):

  • Interlibrary Loan: Interlibrary loan of standards is not permitted.
  • Data Mining: Consortium users are permitted to carry out and participate in text and data mining activities to the extent permitted by the EU Directive on Copyright and Related Rights in the Digital Single Market (2019/790) and the Slovenian Copyright and Related Rights Act (Official Gazette of the Republic of Slovenia, No. 16/07 – official consolidated text, 68/08, 110/13, 56/15, 63/16 – ZKUASP, 59/19 and 130/22; Article 57. b) for academic research, education or other educational purposes. The Licensee and its authorised users may make available or share and/or use the results of text and data mining, provided that the results are not used for commercial purposes or to replace licensed products.
  • Artificial Intelligence: You may not use the Licensed Products in combination with AI Tools to: create competitive commercial products or services; disrupt the functionality of the Licensed Products or any IEEE Platform; create derivative works (e.g., summaries, taxonomies, etc.) from the Licensed Content that are turned into products or made publicly available; distribute, publish, reproduce, or perform the Licensed Content or derivative works (e.g., AI results generated from the Licensed Products) to unauthorized third parties. However, brief quotations for the purposes of commentary, criticism, or similar scholarly purposes are permitted. Use is also permitted: solely for non-commercial academic or research purposes; AI Tools must operate in a local or closed hosting environment accessible only to authorized users, and may not be removed from such local or closed hosting environment or used for any other purpose; Eligible Users may upload, download, or provide a reasonable number of documents from the Licensed Content to an AI Tool for the purpose of summarizing, provided that the AI Tool does not use the Licensed Content as part of its training set. (For the avoidance of doubt, IEEE expressly prohibits the use of the Licensed Content for the development or training of AI Tools and further prohibits the storage or retention of the Licensed Content in any AI Tool.)
